Spartanburg Council approves annexation for apartment complex

The Spartanburg City Council approved the westside annexation for the future apartment development of two parcels on Franklin Avenue. 

The 5-2 vote approved an ordinance requested by Hotchkiss Development Group LLC to allow the building of a 288-unit apartment complex. County restrictions would only allow the development of 200 units.

The two votes opposing the annexation came from Mayor Junie White and Councilmember Sterling Anderson, who cited disapproval from nearby county residents. 

Residents' concerns included traffic and the safety of children whom school buses will be picking up and dropping off. They have also raised concerns that the annexation will increase noise and crime.
